Officer in Charge Isa Abbassi is a law enforcement executive with over 26 years of major city policing experience. Having risen to the rank of Chief of Strategic Initiatives in the New York City Police Department (NYPD), OIC Abbassi has senior leadership experience in investigative, administrative, and patrol assignments that have transformed police – community relationships while improving quality of life and increasing trust.
With a clear vision for public safety in the city of Paterson, OIC Abbassi has introduced the 2023 STRATEGIC PLAN with the goal of redefining the role of community participation in the mission and management of its police. Key to this strategy is regaining public trust while reducing crime and disorder.
OIC Abbassi is a graduate of the Senior Management Institute for Police, as well as the Police Management Institute at Columbia University.
Patrick Murray
Officer in Charge
Officer in Charge Patrick Murray was born and raised in the city of Paterson and joined the department in June of 1985. He is a proud second-generation Paterson police officer, following in his father’s footsteps. During the course of his career, he has been assigned to the Patrol Bureau, Burglary Squad, Anti-Crime Unit and Major Crimes Bureau. In 2006, as a Detective Sergeant, he became a supervisor of the newly established Ceasefire Unit, which was tasked with the responsibility of reducing gun violence in the city of Paterson through investigation, prosecution, and most importantly community collaboration. As a Captain he commanded the Specialized Investigation Division which oversees the Shooting Investigation and Community Stabilization Units. He became a strong advocate of police and community working together and continues that commitment today. OIC Murray most recently was the Commanding Officer of the Special Investigations Division which includes the Shooting Investigation Unit, the Warrant Squad, and the Community Stabilization Unit.
James Haggerty
Chief of Staff
Prior to his current role, Chief of Staff James Haggerty served 20 years with the New York City Police Department. During that time, he was assigned to various patrol commands. He was also assigned to the Office of Management Analysis and Planning where he drafted police policies and procedures. Prior to retiring from the NYPD he served as the Executive Officer of the Legal Bureau. James has a Juris Doctor from New York Law School and a Master of Public Administration from the Harvard Kennedy School of Government.
John Rohack
Chief of Staff
Prior to his current role, Chief of Staff John Rohack served over 25 years with the NYPD. John was assigned to various patrol commands in Manhattan and the Bronx before becoming a legislative counsel within that Department’s Legal Bureau. He spent his last ten years as a counsel to the Police Commissioner, reviewing investigations into allegations of misconduct and the conclusions of those investigations. John has a Juris Doctorate from Rutgers School of Law and a B.S. in Economics from the Wharton School at the University of Pennsylvania.
Mark Iocco
Director, Risk Management
Mark Iocco, Director of Risk Management, plays a pivotal role in identifying and mitigating risks for the Paterson Police Department and its personnel. His responsibilities extend to overseeing an advanced Early Intervention Program designed to identify at-risk employees and enhance the efficacy of an existing state-mandated Early Warning System. Prior to his tenure with the Paterson Police Department, Director Iocco dedicated 26 years to the New York City Police Department. During his tenure there, he served as the commanding officer of the NYPD’s Risk Management Bureau, where he spearheaded reforms, conducted analyses of use-of-force incidents, and managed risk for the largest US police force. Director Iocco is a graduate of SUNY Empire State, holding a degree in Business, Management, and Economics.
Lourdes Phelan
Deputy Chief, Field Services
Lourdes Phelan joined the Paterson Police Department in January 1996. She was born in the city and is of Puerto Rican descent. She received an Associate’s Degree from Passaic County Community College and then a Bachelor’s Degree from Fairleigh Dickinson University. In her career she became the first female Lieutenant, Captain and Deputy Chief in Department history During this time, she married a longtime friend and also a Police Captain within the Paterson Police Department, Capt. John Phelan a second-generation Police Officer. She served in the Patrol Division, Internal Affairs, the Juvenile Division, the Community Policing Division. As Deputy Chief she was Commander of Administrative Services and Community Policing. In August 2019 she became Chief of Detectives and is currently the Commanding Officer of Field Services.
Michael Saginario
Commanding Officer, Field Services Bureau
Deputy Chief Michael Saginario is the Commanding Officer of the Field Services Bureau. Deputy Chief Saginario oversees all forward-facing operations of the Paterson Police Department, including the Patrol Division, Traffic Division, and Emergency Response Team. Deputy Chief Saginario joined the Paterson Police Department in January of 1996. In 2000 he was promoted to Sergeant, he was promoted to Lieutenant in 2007, Captain in 2019 and Deputy Chief in 2024. Through his career he worked in the Patrol Division, the Internal Affairs Division, Traffic Division, and the special events division. He was born and raised in Paterson and holds a Bachelor’s Degree in political science from Montclair State University and an Associate’s Degree in criminal justice, and he is an FBI-LEEDA Trilogy Award recipient and a 2024 graduate of the Senior Management Institute for Police hosted by the Police Executive Research Forum at Boston University.
Scott Eason
Executive Officer, Investigative Services Bureau
Captain Scott Eason is the Executive Officer of the Investigative Services Bureau. As second in command of all investigative functions of the department, he ensures timely and effective coordination of investigative units and intelligence and information sharing with members of the Field Services Bureau and other law enforcement partners. Capt. Eason began his career with the Paterson Police Department in June of 2000. He was initially assigned to the Neighborhood Stabilization Unit conducting bicycle and motor patrols. He later was assigned to the Patrol Division and as a detective on the Robbery Squad and in the Emergency Services Unit. He was promoted to Sergeant in 2005 and later Lieutenant in 2013 and worked for just over 5 years to the Narcotics Division. In 2019 he was promoted again to Captain and served as a Patrol Captain.
Stephen Iacuzzo
Commanding Officer, Patrol Division
Captain Stephen Iacuzzo is the Commanding Officer of the Patrol Division and has direct responsibility for the uniformed patrol force in the city of Paterson which serves the city 24 hours a day, 7 days a week. Capt. Iacuzzo began his career in law enforcement in 1995 as a member of the Passaic County Sheriff’s Department where he was assigned to the Courthouse Division. In 1999 he transferred to the Paterson Police Department where he worked as a Patrol Officer, Street Crimes Detective and a Detective in the Major Crimes Division. In 2007 he was promoted to the rank of Sergeant and ultimately attained the rank of Captain. He has held a leadership position in the Patrol Division, Major Crimes Division, Anti-Crime Unit, Internal Affairs Division, Warrant Division, and Narcotics Division. These assignments have allowed him to develop a well-rounded understanding of the Paterson Police Department and the needs of the community from each division’s perspective. He is a graduate from the prestigious Policing Leadership Academy at the University of Chicago.
David Rios
Duty Captain
Captain David Rios joined the Paterson police department in May of 2001 after serving nearly two years with the NYPD. His career has seen him work in the Patrol Division, Juvenile Division, Major Crimes Division, Courts and Confinement and Internal Affairs. He currently serves as a Patrol Division commander and is working towards a Ph.D. in Criminology and holds Masters Degrees in Administrative Science and Homeland Security.
Steven Rooney
Commanding Officer, Special Operations Division
Captain Steven Rooney is the Commanding Officer of the Special Operations Division where he oversees specialized units within the Field Services Bureau, including the Traffic Unit and Emergency Response Team. Capt. Rooney has been with the Paterson Police Department since 1999 when he walked a beat with the Neighborhood Stabilization Unit. From there he was assigned to Community Policing and the Narcotics Division. As a Sergeant he was assigned to the newly created Emergency Response Team where he spent 10 years as a team leader then eventually a team commander. He most recently served in the Patrol Division as the Commanding Officer of B Platoon Days. Capt. Rooney was born in the city and grew up in South Paterson.
George Vazquez
Citywide Operations Commander
Captain George Vazquez is the Citywide Operations Commander and oversees all of the department’s patrol and investigative deployment strategies to ensure effectiveness and efficiency of effort. Capt. Vazquez has been a member of the Paterson Police Department since 1994. He started his career as a patrolman in one of the city busiest districts. In 2001 he was promoted to the rank of sergeant and was assigned as the supervising sergeant to street crimes unit, the narcotics division, the Passaic county prosecutor’s office joint narcotics task force and the emergency’s response team. As a Lieutenant he served in the Narcotics division. Once promoted to Captain he became the commanding officer of the Narcotics division, the traffic bureau and the community policing division.
Daniel Condon
Commanding Officer, Emergency Response Team
Commanding Officer Daniel Condon joined the Paterson Police Department in October of 2003. He is an original member of the Emergency Response Team that was established in 2006 and since then has accumulated various tactical certifications and have become one of the lead instructors for ERT. LT. Condon earned his Bachelor’s degree from FDU in 2011. He currently holds the position of Team Commander for ERT.
Eric Colondres
Commanding Officer, Traffic Unit
Lieutenant Eric Colondres was raised in the Riverside and Hillcrest sections of Paterson where his mother is currently a Pentecostal Pastor. He joined the Paterson Police Department in 2003. He started his career in Patrol until he became an original member of the Emergency Response Team in 2006. Upon his promotion to Sergeant in 2016, he was assigned to the Traffic Division where he is the current commanding officer. He earned his Bachelor’s degree in 2005 from William Paterson University and is working towards his Master’s degree at Seton Hall University. He is an Army veteran, serving overseas during Operation Inherent Resolve as a Logistics Officer. He is bilingual and of Puerto Rican descent and is a brother of Lambda Sigma Upsilon, Latino Fraternity Inc.
Saleh Judeh
Commanding Officer, Internal Affairs
Captain Saleh Judeh was born and raised in the South Side of Paterson. He joined the Paterson Police Department in 2005 and has worked in the Patrol Division, Narcotics Division, Major Crimes Unit, and recently served as the Commanding Officer of the Special Events Division which ensures all parades, festivals, and large events are strategically planned and coordinated with all stake holders to provide a safe environment for everyone. Capt. Judeh holds a Master’s Degree in Administrative Science from Fairleigh Dickinson University. He currently serves as the Commanding Officer of the Internal Affairs Division overseeing investigations dedicated to preserving integrity within the department.
Stanley Rodriguez
Commanding Officer, Investigative Services
Deputy Chief Stanley Rodriguez has been with the Paterson Police Department since 1996. He was born in New York City to Dominican parents before settling in Paterson. Through his career he served in the Patrol Division, Street Crimes Unit, Juvenile Bureau, Burglary Squad, Walking Squad and the Detective Bureau. He became captain in 2017 and is currently Commanding Officer of the Investigative Services Bureau.
Edwin Rodriguez
Commanding Officer, Narcotics Division
Detective Captain Edwin Rodriguez joined the Paterson Police Department in 1996 after serving with the Passaic County Sherriff’s Office. Throughout his career he worked in the Patrol Division, Juvenile Division and is currently the Commanding Officer of the Narcotics Division. Capt. Rodriguez was born in the Bronx to parents that moved there from Puerto Rico, his family moved to Paterson when he was young. He is one of five police officers in his extended family.
Joseph Sportelli
Commanding Officer, Criminal Investigation Division
Detective Captain Joseph Sportelli was born and raised in the city of Paterson and joined the Paterson Police Department in January 1999. He was initially assigned to the Neighborhood Stabilization Unit. From there he was assigned to the Patrol Division. He was promoted to Sergeant in 2005 and later to Lieutenant in 2013 and assigned to the Chief’s Office. In August 2023 he was promoted to Captain and transferred to the Criminal Investigations Division which includes Major Crimes, Juvenile Unit and Crime Scene & Evidence Collection. He has a Bachelor’s Degree from Fairleigh Dickinson University in Public Administration.
Sharon Easton
Commanding Officer, Community Partnerships
Lieutenant Sharon Rountree-Easton fulfilled a lifelong dream of becoming a Paterson Police Officer in 1989, following in the steps of her mentors Chief Willie Smoot, Captain Sidney Smoot and Captain Linda Stancil. Detective Lieutenant Sharon Easton is a proud lifelong resident of the City of Paterson she has over 40 years working for the Paterson Police Department. A fun fact of Lt. Easton is an off-Broadway play was written about her as a tribute to the lives and struggles of female Police Officers called “Savannah Black & Blue.”
Louis DeLucca
Executive Officer, Patrol Division
Captain Louis DeLucca is the Executive Officer of the Patrol Division where he serves as second in command of the largest segment of PPD’s sworn personnel. Capt. DeLucca joined the Paterson Police Department in February of 1994. Most of his career was spent on uniformed patrol with time also spent in the Communications Division, Detective Bureau and the Professional Standards Division where he was the commanding officer.
Rafael Hernandez
Administrative Officer
Lieutenant Rafael Hernandez has served with the Paterson Police Department since 2007. During that time he has been assigned to various units and divisions in the police department. Some of those assignments include positions in the Patrol Division, Communications Division and the Emergency Response Team. He has risen through the department holding the rank of Sergeant in 2018 and two years later in 2020 the rank of Lieutenant. He currently holds the position of Administrative Lieutenant overseeing the Office of the Officer in Charge.
Todd Pearl
Commanding Officer
Lieutenant Todd Pearl joined the ranks of the Paterson Police Department in 2007. Upon graduation from the Paterson Police Academy, he served as a Patrol Officer and as a Major Crimes Detective before being promoted to Sergeant in 2016. As Sergeant he served in the Internal Affairs Bureau, Patrol Division and the Policy and Planning Division, where he remained after being promoted to Lieutenant in 2020. Lieutenant Pearl has both a Bachelor of Science and a Master of Arts from Rutgers University, and currently teaches Police Leadership at John Jay College. Lieutenant Pearl currently serves as the Commanding Officer of the Administrative Services Bureau.
Jason Bernasconi
Commanding Officer
Captain Jason Bernasconi joined the Paterson Police department in 2006. In his time with the department he served with the Patrol Division, Community Policing, and Courts and Confinement. During his career with PPD, Capt. Bernasoni spent three years assigned to the New Jersey State Police in the Real Time Crime Center. He currently serves as the commanding officer of the Operations Division, overseeing the Real Time Operations Center (RTOC) which allows the Paterson Police Department to use an expanding array of technologies for efficient and effective policing. He is a graduate of James Madison University, holding a Bachelor of Arts in Political Science.
