HOW TO REPORT A BIAS INCIDENT?
Not all bias incidents rise to the level of a bias crime but if you are the victim of a bias incident, report it right away and let law enforcement determine if it’s a potential crime.

WHAT IS NJBIAS?
The NJ Bias Investigation Access System (NJBIAS), an online reporting portal for both civil and criminal bias-based incidents. Victims of alleged bias can file a report at any time of the day from wherever they are.
Complaints alleging discrimination and bias-based harassment under the Law Against Discrimination are routed to the Division on Civil Rights (DCR) who investigate the complaints and may help seek civil remedies. Criminal bias cases are routed to the Division of Criminal Justice’s (DCJ) Bias Crimes Unit for investigation and potential prosecution.
Law Enforcement Requirement
All local law enforcement agencies in NJ are required to report all suspected or confirmed bias incidents through the Electronic Uniform Crime Reporting (eUCR) system within 24 hours from the initial law enforcement response.
These bias incidents are reviewed by law enforcement at many levels, which may include the local police department, New Jersey State Police, County Prosecutor’s Office, the Office of Homeland Security & Preparedness and/or the Attorney General’s Office through DCJ. These layers of review ensure that these incidents are investigated thoroughly and properly.
