About the Board
The New Jersey Horse Racing Injury Compensation Board (Board) is responsible for securing workers’ compensation insurance coverage for certain designated horse racing industry employees within the thoroughbred and standardbred industries. The Board is a state agency that is in, but not of, the Department of Law and Public Safety.
The Board consists of seven members, including the Commissioner of the Department of Banking and Insurance (DOBI) or a designee, the Attorney General or a designee, one member of the New Jersey Racing Commission (NJRC) elected by its members or a designee, and four members of the horse racing industry who are appointed by the Governor. The current members are as follows:
- Sara Ben-David, Board Chair and designee of NJRC Commissioner Lawrence DeMarzo
- Michael Musto, the thoroughbred industry representative
- Alfred B. Ochsner Jr., the standardbred industry representative
- Michael Pushko, designee of Attorney General Matthew J. Platkin
- Samuel Sackey, designee of DOBI Commissioner Justin Zimmerman

The Board’s activities are governed by the New Jersey Horse Racing Injury Compensation Board Act (Act) and related regulations.
