Policy Unit

DCR’s Policy Unit is responsible for the Division’s proactive policy initiatives aimed at preventing and eliminating discrimination under the New Jersey Law Against Discrimination (LAD), the New Jersey Fair Chance in Housing Act (FCHA), and the New Jersey Family Leave Act (NJFLA). This includes drafting regulations, publishing policy and legal resources for the public, analyzing pending legislation, issuing reports on critical civil rights issues in New Jersey, and more.

The Policy Unit is comprised of Legal Specialists and a Deputy Associate Director for Policy. Under the leadership of the Associate Director for Policy, Outreach, & Community Relations, the Policy Unit:
 

  • Proposes and amends regulations regarding the civil rights of New Jerseyans;
  • Publishes legal guidance to educate the public on protections under the LAD, NJFLA, and FHCA;
  • Conducts policy and data research to further policy initiatives to prevent discrimination;
  • Advances the Division’s legislative priorities by proposing amendments to the LAD, NJFLA, and FCHA and providing feedback on pending legislation impacting civil rights in New Jersey;
  • Publishes community resources, such as fact sheets, Know Your Rights palm cards, and posters, for the public;
  • Publishes reports on cutting-edge civil rights issues;
  • Meets with community stakeholders to inform the Division’s work by hosting roundtables, engaging in listening sessions, and soliciting input for feedback on educational resources; and
  • Represents DCR at presentations and events to educate the community about civil rights issues and protections.
