Petitions 2024

On February 1, 2011, Governor Christie signed legislation transferring various regulatory functions from the Casino Control Commission (Commission) to the Division of Gaming Enforcement (Division). As part of those changes, the Division became responsible for the day-to-day regulation of the Atlantic City casino industry, including for the administrative process of handling petitions filed for action by the regulatory agencies. The relevant legislation, P.L. 2011, c. 19, became effective immediately on February 1, 2011, but it allowed for the orderly and seamless transition of responsibilities to occur over a 90-day period thereafter. The following reports of petition filings contain descriptions of all petitions filed with the Division since the transition was completed on May 1, 2011.

Director’s Advisory Bulletins

Director’s Advisory Bulletins (“DABs”) are issued by the Director for the purpose of informing the New Jersey casino industry, other interested parties and the general public of the manner in which the Division is interpreting its own regulations. They will usually be issued in response to a specific inquiry made by one or more parties, the answer to which is a matter the Director believes has general application and should be made known to the industry. DABs are not a substitute for regulations, which can only be promulgated in a manner consistent with the Administrative Procedures Act. DABs are also not a substitute for declaratory ruling petitions which should still be filed if any interested party wishes a formal ruling from the Director on any issue. Rather, they are intended to be similar to an industry letter intended to illustrate the Director’s intent in promulgating one or more regulations. DABs will be issued periodically at times deemed appropriate by the Director.
